فَيَظُنُّونَ أَنَّ مَعْصِيَتَهُ هِيَ مَرْضَاتُهُ
So they suppose that his disobedience is His pleasure.
مَرْضَاتُهُ — His pleasure. A noun 'pleasure/approval' with a 'his' pronoun fused on, serving as the predicate, what the disobedience is wrongly equated with. It sits in the plain subject-style ending as a predicate. The attached pronoun here points to God, so the mistaken claim is that disobedience equals HIS pleasure.
