فَهَلْ وَجَدْتَ ذَلِكَ مَكْتُوبًا عَلَيَّ قِبَلَ أَنْ أَخْلُقَ؟
So did you find that written about me before I was created?
أخلق — I create. This verb wears the subjunctive ending demanded by the particle before it and carries a first-person 'I' subject, 'I am created'. The altered ending marks it as the time-boundary action under 'before', the point prior to which the decree was supposedly written.
