أَعْرِفُ فِيهِ الْجُوعَ، فَهَلْ عِنْدَكِ مِنْ شَيْءٍ
I can tell he is hungry. Do you have anything?
فَهَلْ — so is it. The fa- moves from observation to a follow-up -- 'and so...' -- carrying a yes/no question word that turns the next clause into a question. Together they ask 'so do you have anything?', the fa- linking it to the hunger just noticed.

فَهَل — So did. This fuses the resumptive fa-, 'so', with a yes-or-no question marker, launching a question, 'so did you...'. The fa- ties the question to Moses' preceding praise as its pivot, while the question particle flags the whole coming clause as asking, not asserting.
