فَهَلْ وَجَدْتَ ذَلِكَ مَكْتُوبًا عَلَيَّ قِبَلَ أَنْ أَخْلُقَ؟
So did you find that written about me before I was created?
مَكْتُوبًا — written. This is a passive describing word, 'written', built on a verb so as to mean having been written. It takes the accusative as the state in which the object was found, 'found it written'. It describes the condition of 'that', not a fresh thing.
