ويرى أن القضاء عليه نافذ لا محالة،
and he sees that the decree upon him is inevitable,
نَافِذٌ — is inevitable. The describing word that completes the reported clause, 'is binding', standing as the comment about the decree. Arabic needs no separate 'is' here; the describing word alone, in its subject ending, does the work of the sentence's verb.
