ويرى أن القضاء عليه نافذ لا محالة،
and he sees that the decree upon him is inevitable,
وَيَرَى — and he sees. The connector 'and' fused to a present-tense verb, 'sees / holds the view', carrying its own 'he' subject. Here 'sees' means mentally grasps, and the present shape makes it a steady conviction.
