They said, "Is he Umar ibn al-Khattab?"
أَهُوَ — is he. A questioning prefix 'a-' (the yes/no question marker) fused onto the pronoun 'he', launching a yes-or-no question: 'is he...?'. The prefix is what turns a plain statement into a question.
