وَإِنَّمَا يَصِحُّ لَهُ التَّلَصُّصُ فِي لَيْلِ الْجَهْلِ
And it is only justified for him to spy in the night of ignorance.
يَصِحُّ — is justified. A present-tense verb meaning 'is sound/valid', here 'is justified'. It heads an impersonal statement whose real subject is the action named later, so it sits without a visible doer of its own.
