وكان له سمت يعرفه به من لم يكن رآه
And he had a demeanor by which those who had never seen him recognized him.
يَعْرِفُهُ — know him. This present-tense verb has its 'he/it' subject and an attached 'him' object, so one word means 'recognizes him'. Following the indefinite noun, it works as a describing clause, 'a manner by which... recognizes him', with no separate 'that'.
