ولا يدع التجمل، ولا يمتنع من لبس جيد الثياب،
He did not forsake adornment and did not refrain from wearing fine clothes,
يَدَعُ — he forsakes. This present-tense verb has its 'he' subject inside and, under the preceding negator, reports a habit he did not give up. The plain present ending marks an ongoing general non-action.
