الثِّيَابُ — clothing. This is the delayed subject of that 'upon them [is]...' clause — 'clothing', a broken plural in the nominative — describing the wolves' state: dressed as men. So the whole tail is a circumstantial 'while clothes were on them', the disguise of the predators.
