يُقَالُ طَرِيقٌ مُعَبَّدٌ إِذَا كَانَ مَذَلَّلًا قَدْ وَطَأَتْهُ الْأَقْدَامُ
It is said that a road is called paved when it is made level by being trodden by the feet.
مَذَلَّلًا — made level. A participle 'made level/smoothed' serving as the accusative predicate of the linking verb. With this 'was/is', the description of the state takes the accusative ending, which is what this form shows.
