يُقَالُ طَرِيقٌ مُعَبَّدٌ إِذَا كَانَ مَذَلَّلًا قَدْ وَطَأَتْهُ الْأَقْدَامُ
It is said that a road is called paved when it is made level by being trodden by the feet.
مُعَبَّدٌ — paved. A passive participle 'paved/made-smooth' describing the road, a 'made to be...' form. It tells what the road has had done to it, agreeing with 'road' and leading into the 'when...' clause.
