فَمَرَّ بِهَا رَجُلٌ رَاكِبٌ ذُو شَارَةٍ،
Then a mounted man with a mark passed by her.
شَارَةٍ — a mark. The thing the man is owner OF -- a fine mark or appearance -- the second half of the 'possessor of...' pairing. It takes the genitive ending of the owned term and is indefinite, describing him as showily distinguished.
