بِٱلْمَعَانِي — with the meanings. The bi- attaches to mark what is granted, linking the verb to its content, 'the meanings', the way certain Arabic verbs reach their object through this small preposition. The al- makes the noun definite, and bi- forces its post-preposition ending.
