فَقَالَ لِرَجُلٍ مِنْ أَهْلِ الْمَدِينَةِ أَوْ مَكَّةٍ
Then he said to a man from Medina or Mecca.
مَكَّةَ — Mecca. A place-name offered as the alternative after 'or', so it sits in the 'of'-style ending matching its partner under the same 'from' phrase. It is the second of the two possible origins. Being a fixed place-name, it shows the same ending whatever its role.
