مد الأرض وأثبتها بالجبال إثباتا،
He spread out the earth and firmly anchored it with mountains,
بِالْجِبَالِ — with the mountains. The 'with' prefix is a preposition forcing the genitive and marking the instrument, what the anchoring was done by means of. The 'the' makes the noun the specific mountains, so the phrase means He held the earth steady by means of the mountains.
