بِاسْمِ رَبِّكَ الَّذِي خَلَقَ
In the name of your Lord who created.
بِاسْمِ — in the name of. A preposition fused onto the noun for 'name', forcing it into the genitive and meaning 'in the name of'. That noun in turn heads an 'of' pairing with what follows, so the prefix opens the whole 'in the name of your Lord' phrase.
