أُمَّةٍ — of any nation. An indefinite noun 'a nation', the owning second noun of 'the language of a nation', in the genitive. Its indefiniteness generalizes to any nation at all.

الْأُمَّةِ — nation. This noun, the nation, is the owner half closing the chain 'scholars of this nation', genitive and definite by 'al-'. Its definiteness makes the whole possessive phrase definite, anchoring which community's scholars are meant.
