غير مُهْملَة وَلَا مُرْسلَة تَحت حكم الطبيعة والهوى
Not neglected or left uncontrolled under the rule of nature and desire.
مُهْمَلَةٍ — neglected. A passive participle 'left untended', genitive after 'other than' (tanwin) — 'not [in a state of] being neglected'. It is what 'ghayr' negates.
