It will be said: 'From every thousand, nine hundred and ninety-nine,'
وَتِسْعُونَ — and ninety. This is 'and ninety', the tens part, completing 'nine hundred and ninety-nine'. So out of every thousand, all but one go to the Fire — a sobering tally. The tens-word takes a sound-plural shape.
