فَقَالَ لَهُ رَأَيْتُهُ يَأْمُرُ بِمَكَارِمِ الْأَخْلاَقِ،
So he said to him, "I saw him enjoining noble character."
بِمَكَارِمِ — with noble virtues. The bi- preposition fused to a plural noun, here marking what the enjoining is about — its content or object. It governs that noun in the prepositional case, tying the act of commanding to noble qualities.
