فلما حل الهدم بودي سارة منع الولدان يجوز،
When the ruin befell Sarah’s town, children were no longer allowed to pass.
حَلَّ — it befell. A past-tense verb meaning 'befell / came down', with its 'he/it' subject following as a separate noun. The verb stands before that subject in normal Arabic order, so the disaster is named first and its doer just after.
