رَأَيْنَا لَهُنَّ بِذَلِكَ عَلَيْنَا حَقًّا،

عَلَيْنَا — upon us. A preposition 'upon/over' with a 'us' attached, marking the speakers as the ones the obligation falls on; it sets up the 'a duty incumbent ON us' side of the sentence and holds 'us' in the 'of' ending.
