وَالْمَخْصُوصِ فِي الْعُلُومِ بِالرُّتَبِ الْعَالِيَةِ،
And the one singled out in the sciences by lofty ranks,
وَالْمَخْصُوصِ — and the one singled out. A passive participle 'the one singled out' with wa- on front. The wa- adds another epithet to the praise-list. The participle is passive in sense, naming him as the one upon whom distinction was conferred; its ending shows the genitive, agreeing with the run of titles.
