وَالْمَخْصُوصِ فِي الْعُلُومِ بِالرُّتَبِ الْعَالِيَةِ،
And the one singled out in the sciences by lofty ranks,
بِالرُّتَبِ — by the ranks. The preposition bi- ('by/with') fused to a definite plural noun 'the ranks', expressing the means by which he was distinguished. The preposition governs the noun in the genitive; the doubled consonant you hear is al- assimilating into the following letter. It marks the instrument of his honor.
