فتعلوه السكينَة وَالْوَقار فِي قلبه وَلسَانه وجوارحه وسمته
Then tranquility and dignity overshadow his heart, tongue, limbs, and demeanor.
فَتَعْلُوهُ — so it overshadows him. 'Fa-' (so) plus a present-tense verb 'rises over / overcomes' with '-hu' (him) attached as object, its feminine subject coming next. The 'fa-' frames the result: tranquility comes to rest over him.
