وَمُعْظَمُهَا مِنْ قِبَلِ طَلَبِهِمْ لِلرِّئَاسَةِ،
And most of it is from the part of their pursuit of leadership,
قِبَلِ — on the part of. A noun meaning 'side/direction' that, combined with the preceding 'from', forms a set phrase reading 'on the part of' and shading toward 'because of'. It heads a possessive chain, so it takes the 'of' ending and the following noun completes it, marking the cause that drives the punishments.
