It was a custom in India that when they wanted to eat, they would bathe.
اغْتَسَلُوا — they would perform ablution. A past-tense verb with its plural subject 'they' built into the ending, the answer to the 'when' clause. It states the habitual result, what they did each time they wished to eat, the doer carried inside the verb.
