كَمَا أَنَّ الْغَضَبَ دَافِعٌ عَنْهُ مَا يُؤْذِي
Just as anger repels from him what harms.
دَافِعٌ — repels. Predicate (nominative) — 'a repeller (of)'.

And that is what exceeds bringing benefits and repelling harms.
وَدَفْعِ — and repelling. 'wa-' = 'and'; first half of an 'of' phrase: 'the repelling of...'; genitive.

And there are many similar examples. That is because it neither brings benefit nor prevents harm, and there is no use in it; and what has no use in it, Allah does not command.
يَدْفَعُ — it prevents. Present-tense verb, 'it wards off', with 'it' built in, under the running negation, 'nor wards off'. The present form states the general failing.
