ولا يلزم من ذلك أن يكون هو فاعل الدفق

يَلْزَمُ — is required. A present-tense verb 'it is required/follows', pulled into the cut-short jussive shape by the 'not' before it. The jussive ending is the grammatical mark of that negator's grip; the verb states a logical necessity being denied.
