Who was the one who quickly gave a ruling in his presence?
جَوَابِهِ — his response. 'Answer / reply' with '-hi' (his) attached, genitive after 'in'. The promptness of his reply.

In addition to his eloquence, his abundant memory, quick perception, and prompt replies,
وَالجَوَابِ — and the reply. This joins a linking 'and' to a definite noun, 'and the reply', adding another quality with its own 'the'. The 'and' coordinates it with the prior items, and the definite article marks 'the reply' as a specific known faculty.
