فَقُلْنَ إِرْجِعِي إِلَيْهِ فَأَبَتْ أَنْ تَرْجِعَ،
We said, "Go back to him," but she refused to return.
ارْجِعِي — return!. A command form shaped for a single female listener, telling her to go back; the feminine command-ending marks who is ordered. It is the bare order, with no subject word needed since the command-shape names its addressee.
