وَكَمْ شَاهَدْتُ وَالْ قَصْرَ وَلِيُّهُ عَدُوُّهُ لَمَّا عُزِلَ
How often have I seen the governor of a palace whose ally became his enemy when he was dismissed!
شَاهَدْتُ — I have seen. A past-tense verb carrying its 'I' subject inside the form, so no separate 'I' is written. It grounds the second exclamation in the speaker's witness, 'I have seen', with the fallen governor that follows as the spectacle observed.
