Whoever seeks refuge with Allah ten times a day from the accursed Satan,
اسْتَعَاذَ — seeks refuge. This past-tense verb has its 'he' built in and supplies the action inside the 'whoever' condition. A completed-action verb after such a word reads as a general 'whoever does this', not a one-time past event.
