لا يَكَادُ الْمُتَقَدُّ الْخَاطِرُ يَحِلُّهَا عِدَّةً،
The eager mind can hardly separate it into distinct units.
يَحِلُّهَا — separate it. A present-tense verb 'separates/resolves' with a feminine 'it' object suffixed on the end. It completes the 'can hardly' frame, naming the action barely managed. The object pronoun points back to the run of similar verses. The 'he' subject is built in.
