سَبْعِ — seven. The 'seven' half of a second 'seventeen', now in the genitive-shaped form because the 'in' before it governs the whole numeral phrase. It pairs with the 'ten' that follows to count the prayer-units.

بِالسَّبْعِ — of the seven. The preposition bi- here marks the thing known - the participle 'knower' links to its object through bi-, as 'knowing of the seven'. It governs the following definite noun into the genitive ('of') form. So bi- is doing relational work, tying the expert to his alleged field of knowledge.
