Just as the compassionate shepherd spares his camels from the blessed thorny thicket.
الرَّاعِيُ — the shepherd. This is a definite noun carrying 'the', the doer of the verb before it, sitting after its verb in the verb-first order. Its subject-form ending marks it as the one acting. It is the shepherd at the heart of this second simile.
