The Truth said to the People of the Suffah, "Call them to me."
فَإِدْعُهُمْ — so call them. This begins with the connector 'so/then', then is a command verb 'call', with 'them' attached as object; so one word covers 'so call them'. A command verb already addresses 'you', so no subject pronoun appears. The connector ties the order to the preceding statement.
