And He, glorified is He, indicated by its being gushing that it is weak and not solid.
مُتَمَاسِكٍ — solid. An active participle 'cohesive / holding-together' in the genitive, owned by the 'other than' before it, together 'not cohesive'. A participle names an ongoing quality; here negated to say the fluid lacks solidity.
