فَمَتَى رَأَيْتَ مُعَاقِبًا؛ فَاعْلَمْ أَنَّهُ لِذُنُوبٍ
So when you see someone being punished, know that it is because of sins.
مُعَاقِبًا — someone being punished. An active participle, an '-er/-ing' word from a verb, naming the one undergoing punishment. It stands in the object-style ending as the thing seen by 'you'. As a participle it can be read as the person caught up in the act, the punished figure the reader is told to notice.
