ولو كان غيره هو المتكلم به لكان من ذلك الغير

الْمُتَكَلِّمُ — the one speaking. A definite active participle 'the one speaking / the speaker', naming the person by the action they do, like English '-er'. It serves as the predicate, 'were the speaker of it'. The participle pattern is how Arabic turns a verb into an agent-noun.
