أَنْزَلُوا النُّصُوصَ مَنْزِلَةَ الْخَلِيفَةِ فِي هَذَا الزَّمَانِ،
They lowered the texts to the status of the caliph in this age.
مَنْزِلَةَ — status. This noun heads a possessive pair, 'the rank OF the caliph', bound directly to the following noun. It is the destination the texts were lowered TO. As the front member it stays without its own 'the' and draws definiteness from the owner that follows.
