وقسر بقهره من تكبر وتعاتى،
And He subdued by His might those who acted arrogantly and insolently,
وَقَسَرَ — and He subdued. The 'and' joins the clause, and beneath it a past-tense verb means 'He compelled / forced into submission', with its 'he' subject built in and pointing back to Allah. The verb leads into the 'by His might' phrase and governs the relative that names whom He subdued.
