وَالآدَمِيُّ يَمْتَنِعُ عَنْ ذَلِكَ بِقَهْرِ عَقْلِهِ لِطَبْعِهِ
And the human refrains from that by subduing his nature with reason.
بِقَهْرِ — by subduing. The bi- marks the means ('by way of'); the noun is 'the overpowering of', opening a possessive pair. Genitive.

بِقَهْرِهِ — by His might. The 'with/by' prefix is a preposition forcing the genitive and marking the means of the subduing, and the noun it governs carries an attached 'his' pointing back to Allah. So one word bundles preposition, noun, and possessor, meaning 'by His might'.
