وَلِهَذَا كَانَت الْعِبَادَة لَا تصلح إِلَّا لله
And for this reason, worship is suitable for none but Allah.
تَصْلُحُ — it is suitable. This is a present-tense verb with a built-in 'it' subject, working as the description that completes the earlier being-verb. The two together carry the sense 'worship is not fit', with the negation applied to this verb.
