وَمَنْ لَمْ يَرَ الْعَوَاقِبَ، غَلَبَ عَلَيْهِ الْحَسُّ،
And whoever does not foresee the consequences will be overcome by impulse.
الْعَوَاقِبَ — the consequences. A plural noun ('the consequences') made definite by al- and serving as the direct object of 'foresee', which is why it takes the accusative ending. The accusative is the signal that it is the thing acted upon, not the doer.
