وَمَنْ لَمْ يَرَ الْعَوَاقِبَ، غَلَبَ عَلَيْهِ الْحَسُّ،
And whoever does not foresee the consequences will be overcome by impulse.
الْحَسُّ — the impulse. A noun made definite by al- ('the impulse/sense'), the subject of 'overcame', placed after its verb in normal verb-first order and so carrying the nominative ending. It is the thing doing the overcoming in the result clause.
