إِذَا هُمْ بِالسَّيْلِ قَدْ أَقْبَلَ
When they were with the flood, it had already come.
بِالسَّيْلِ — with the flood. Preposition bi- on a definite noun, in the genitive; here bi- marks the thing they are suddenly confronted with. So the phrase reads 'there they were, face to face with the flood'.
