أَيْنَ أَحْلَاسُ الْخَيْلِ أَيْنَ الْفُرْسَانُ فَيُقَدِّمُونَكُمْ
Where are the steeds of the horses? Where are the horsemen? Then they will bring you forward.
الْفُرْسَانُ — the horsemen. This is a definite plural noun, 'the horsemen', serving as the subject of this 'where are...' question. Its 'the' and subject ending mark it as a known group being singled out. It names the riders whose absence is mocked.
